入国緩和（短期滞在・ERFS等について）

ついに来月、10月11日に入国者数の上限を撤廃するとともに、添乗員なしの自由な個人旅行を認め、短期滞在ビザを免除する方針を打ち出しました。

まだ方針検討中とはいえ、この約2年間日本はビジネス目的以外の新規入国を認めず、自由な国際間の行き来ができずにおりましたため、今回のニュースには大変な感動を覚えました。

国際カップルやビジネス目的、それに観光目的等で来日したい方々にとっても煩わしい入国に関するルールが改訂されたため、日本への入国がしやすくなるかと思います。

しかし、入国緩和がなされるといっても、すぐに全てがコロナ前のように元通りになるとは限りません。

現状、入国するにはERFS（入国者健康確認システム）により「受付済証」を発行する必要があり、観光目的の入国であれば旅行会社が、ビジネス目的や大学等の受験目的であれば招聘する機関もしくは行政書士等が受入責任者となり、入国者に対するコロナウィルス感染対策等の責任を担うことになります。

これらのERFS（入国者健康確認システム）が継続されるのか、撤廃されるのか、または一部残存の形となるのかは未だ不明瞭であるため続報のニュースに期待したいですね。

また、10月11日の入国緩和に伴い、短期滞在に関するビザ（査証）免除についても検討されていますがコロナ前にビザ免除国でなかった国籍の方々はこれまで同様に短期滞在についてビザの取得が必要になります。

Finally, next month, on October 11, Japan has announced its policy to remove the cap on the number of people who can enter the country, to allow free unaccompanied personal travel, and to exempt short-stay visas.
Although the policy is still under consideration, we were very moved by this news because for the past two years, Japan has not allowed new arrivals except for business purposes, thus preventing free international travel.

I believe that this will make it easier for international couples, business people, and tourists to enter Japan, as the cumbersome immigration rules have been revised.
However, even with the easing of immigration rules, not everything will be restored to the way it was before the Corona.
Currently, a "Certificate of Acceptance" must be issued through the ERFS (Entry-Receiving Medical Checkup System) before entry into Japan, and travel agencies are responsible for accepting visitors for tourism purposes, while inviting organizations or administrative scriveners are responsible for accepting visitors for business purposes or university entrance exams. The travel agency is responsible for the reception of visitors to the country.
It is still unclear whether the ERFS (Entry-Reentry Health Check System) will be continued, abolished, or partially retained, so we look forward to further news on this issue.
